Proposal completeness check

Water Filling Machine Technical Proposal Checklist

A proposal is ready for comparison only when it answers the RFQ row by row, identifies deviations and converts promised performance into testable deliverables.

01

Control the document basis

The title page should make it possible to identify exactly which buyer requirement and supplier response are being reviewed.

  • Project, supplier and proposal number
  • RFQ, proposal and drawing revision
  • Issue date and validity
  • Named assumptions and superseded documents
02

Require a compliance return, not narrative only

For every material requirement, ask the bidder to mark complies, deviates, optional, excluded, buyer-side or open and cite supporting evidence.

  • Container, cap and product basis
  • Performance and good-output definition
  • Machine and interface scope
  • Components, utilities and safety
03

Turn delivery claims into a register

List the actual items due at approval, FAT, shipment, site commissioning and final handover.

  • Layouts, utility schedules and interface drawings
  • Manuals, schematics, parts list and backups
  • FAT protocol, results and open-item record
  • Spares, packing, installation and training scope
04

Close every deviation before the relevant gate

Each deviation needs an owner, evidence requirement, price/schedule consequence and closure gate. A final order should not rely on unanswered email threads.

  • Accept as written
  • Accept with a stated condition
  • Supplier to revise
  • Open item that blocks order, FAT or shipment

Questions and answers

What makes a water filling machine technical proposal complete?

It identifies the project and document revision, reference bottle and cap, performance basis, equipment and interface scope, component and utility specification, deliverables, deviations, exclusions, FAT method and commercial responsibilities.

How should a supplier respond to an RFQ checklist?

Use a controlled status for each material row—complies, deviates, optional, excluded, buyer-side or open—and cite the proposal, drawing or data sheet that supports the answer.

When should proposal deviations be closed?

Close commercial and configuration deviations before order, test-basis deviations before FAT, and shipment-related open items before release. Carry any agreed site-only item into the SAT or commissioning record.

Bidder return schedule

Make every material requirement answerable and traceable.

A polished brochure is not a compliance response. Ask the supplier to return a row-level status and evidence reference for the conditions that determine machine fit, price, acceptance and support.

Next procurement decision

Put each supplier on the same evidence and scope matrix.

Compare configuration assumptions, interfaces, FAT, documents, delivery and service before ranking price.
